CHAPTER I THE PROBLEM AND ITS SETTINGS Introduction The Bureau of Alternative Learning System (BALS) of part of Education aims to provide quality education to its target learners, the out-of- naturalize youth and adults in order to promote their well world as individuals and as members of the family, community, and country. It has two major non-formal education programs namely, the rudimentary Literacy Program (BLP) and the Accreditation and Equivalency (A&E) Program. The BLP is a program aimed at eradicating illiteracy among out-of- develop youth (OSY) and adults (in extreme cases school-aged children) by developing basic literacy skills of reading, opus and numeracy. The A&E Program is a program aimed at providing an alternative pathway of learning for out-of-school youth and adults who argon basically literate but who have not accomplished the ten (10) days of basic education mandated by Filipino Constitution. Through this program, school dropouts are able to complete unproblematic and high school education outside the formal system. It is a system of certification of learning for OSY and adults aged 16 socio-economic classs and above who are unable to avail of the formal school system, or who have dropped out of formal elementary or secondary education.
